Hybrid heat pump
When replacing a central heating system, a sustainable heating system such as a (hybrid) heat pump will be mandatory from 2026.

A hybrid heat pump combines a small heat pump with a central heating boiler. The small heat pump can heat the house for most of the year. Because the pump extracts energy from the outside air or from ventilation air, it provides more heat than the electricity it consumes. A sustainable way of heating, therefore. However, the central heating boiler still needs to assist. This happens when it is very cold outside or when a lot of hot water is used. A hybrid heat pump therefore reduces gas consumption and helps to lower CO2 emissions.
From 2026 sustainable heating system mandatory when replacing central heating system
When replacing a central heating system, a sustainable heating system will be mandatory from 2026. Recently, the government introduced this measure to make more sustainable heating systems, such as a hybrid heat pump, the norm. A home must be suitable for a heat pump. Proper insulation is important, and roof, floor, and cavity wall insulation are needed. Often, HR++ glass is also required. You can also check whether your home qualifies for a hybrid heat pump via your home's energy label. For a well-insulated home, it is even possible to switch directly to a fully electric heat pump. That way, no natural gas is needed at all. If a home is (not yet) suitable for one of these sustainable alternatives, connecting to a heat network is still possible. In some parts of the Netherlands, a heat network is already available or will be in the future.
Financing hybrid heat pump
To support homeowners in making their home’s heating system more sustainable, the government offers a subsidy. Up to and including 2030, the government has set aside €150 million to support homeowners through a subsidy. In addition to the subsidy, the National Heat Fund offers financing options. For low- and middle-income households earning up to €48,625, a 0% interest rate applies.
Savings for the environment and monthly expenses
A sustainable heating system saves on natural gas consumption. With a hybrid heat pump, this can result in an average 60 percent reduction in gas consumption. In addition to benefiting the environment, it also lowers monthly expenses.
